The ABA, which takes no position on capital punishment, did not study lethal injection procedures that are under challenge across the nation. The procedures will be reviewed by the Supreme Court early next year in a case from Kentucky. State and federal courts have effectively stopped most executions pending a high court decision. Prosecutors and death penalty supporters have said the eight state studies were flawed because the ABA teams were made up mainly of death penalty opponents.160Want local news?Sign up for the Localist and stay informed Something went wrong. WASHINGTON – Serious problems in state death penalty systems compromise fairness and accuracy in capital punishment cases and justify a nationwide freeze on executions, the American Bar Association says. Problems cited in a report released Sunday by the lawyers’ organization include: — Spotty collection and preservation of DNA evidence, which has been used to exonerate more than 200 inmates; — Misidentification by eyewitnesses; AD Quality Auto 360p 720p 1080p Top articles1/5READ MOREGame Center: Chargers at Kansas City Chiefs, Sunday, 10 a.m.— False confessions from defendants; and — Persistent racial disparities that make death sentences more likely when victims are white. The report is a compilation of separate reviews done over the past three years of how the death penalty operates in eight states: Alabama, Arizona, Georgia, Florida, Indiana, Ohio, Pennsylvania and Tennessee. Teams that studied the systems in Arizona, Florida and Pennsylvania did not call for a halt to executions in those states. But the ABA said every state with the death penalty should review its execution procedures before putting anyone else to death. “After carefully studying the way states across the spectrum handle executions, it has become crystal clear that the process is deeply flawed,” said Stephen F. Hanlon, chairman of the ABA Death Penalty Moratorium Implementation Project. “The death penalty system is rife with irregularity.”

KINSHASA, Congo – Boys and girls are being recruited in record numbers to act as soldiers, spies and sex slaves in Congo and children have been spotted marching in formation in the war-wracked east of the country over the past week, international charity Save the Children said today. Fighting in lawless eastern Congo has escalated dramatically since August, as rival rebel militias clash over the forested territory, the London-based charity said. Those children who have managed to escape have told the aid organization they were held captive in small holes in the ground. “The situation for children in eastern Democratic Republic of Congo is catastrophic. Fighters from all sides are using children as frontline fodder,” said Hussein Mursal, Congo director for Save the Children. Schools have been targeted as “rich recruitment ground,” the charity said. AD Quality Auto 360p 720p 1080p Top articles1/5READ MORECoach Doc Rivers a “fan” from way back of Jazz’s Jordan ClarksonThe group which has provided refuge to 800 child fighters this year said because the conflict continues to escalate, it has not been able to return the children to their homes. “The risk of re-recruitment and physical danger from the war are so high,” the group said. The United Nations said earlier this month that about 8,500 former child soldiers have left armed groups and returned to their families since 2004, but some of the same children have been rounded up and forced to fight again. An estimated 800,000 people have fled their homes this year in eastern Congo, which shares a border with Rwanda. The area has been wracked by violence for years, despite the end of a five-year war in 2002. The continued conflict is fueled, in part, by the region’s proximity to Rwanda. Rebels accused of orchestrating Rwanda’s 1994 genocide were expelled from the country and have operated from eastern Congo. One of those groups, the Democratic Front for the Liberation of Rwanda, is among the most active recruiters of child soldiers, according to a recent United Nations report. Its commanders are accused of organizing the killing of 500,000 people during the Rwandan slaughter 13 years ago. The charity has been actively negotiating with the rebels for the release of the children. Those who are released are housed by aid workers in a safe place, where they are provided counseling services.160Want local news?Sign up for the Localist and stay informed Something went wrong. Burgess picked her up on his motorcycle from her mother’s Rancho Santa Margarita home on June 23 and took her to his rented West Los Angeles home for a party. She has not been seen since. Brief text messages from her phone indicate that she was locked in a bathroom and in danger at Burgess’ house, her family said. Police consider Burgess a person of interest in Jou’s disappearance, but he has not been charged. He pleaded no contest Oct. 10 in a Los Angeles courtroom to two counts of failing to register as a sex offender, and was sentenced to three years in prison. Burgess left California on July 5, the same day he was named a person of interest in the Jou case. Burgess was arrested in July in Jacksonville, Fla., where authorities said he had spray-painted his blue truck black. Allred said volunteer searchers can register at www.trinitysearch.org. The search will begin again at 11 a.m. today at Malibu Bluffs Park, 24250 Pacific Coast Highway. The Associated Press contributed to this report.160Want local news?Sign up for the Localist and stay informed Something went wrong. Please try again.subscribeCongratulations! You’re all set! We were so close and especially during the holidays, she (Donna) was in charge of the lights and it’s been very difficult for me not having her,” said Jou, of Orange County. “It’s torturing. It’s very frustrating and we can’t go on. “I just have high hope that she’s alive and she’s going to come home. Six months is so long. It’s not easy.” Acting on a tip, family and friends decided to search the hillsides and cliff roads. Attorney Gloria Allred, who is representing the family, wouldn’t divulge details about the tip, only that they were told that they should search the area. “We know that law enforcement has been investigating and searching, but we feel that we wanted to wage a search because we still don’t have the answers to where Donna is,” said Allred. Donna Jou was 19 and staying with her mother this summer when she met convicted sex offender John Steven Burgess, 35, on Craigslist, where she had advertised her math tutoring services. The mother of a college student, missing since attending a party at a convicted sex offender’s home six months ago, joined a search for clues in the Santa Monica Mountains on Saturday, driven by the belief that her daughter is still alive. About 100 friends, family and a few who just wanted to help gathered early in the day to search 150 square miles to find anything belonging to San Diego State University student Donna Jou, including her blue backpack. The group will set out on another search today. Nili Jou, the missing girl’s mother, said she’s hoping the searches will lead them to a clue, “or some result, some answer.”
PALMDALE – A young man who died when a compact car he was driving ran off the Antelope Valley Freeway and flipped several times down an embankment was identified Monday as Michael Amey, 19, of Bakersfield. Three passengers in the car were injured, including Amey’s 17-year-old brother Christopher, who was critically injured, the California Highway Patrol said. Two others, 17-year-old Brian Anderson and 16-year-old Nick Perry, also of Bakersfield, suffered moderate to minor injuries, the CHP said. Witnesses of the crash told CHP officers Saturday that the Saturn had been weaving through traffic at more than 90 mph and brushed another vehicle before it skidded off the freeway south of where it crosses 10th Street West. Officers didn’t know if the passengers who were thrown belted and said the car rolled so many times they might have been thrown out despite seat belts. The CHP said the three injured passengers were taken to Antelope Valley Hospital and Lancaster Community Hospital. Antelope Valley Hospital officials said Monday they do not release information about minors. Officials at Lancaster Community said they did not have patients by those names at their facility. The motorist whose vehicle was brushed by the Saturn was not injured. His vehicle suffered only scratches to a fender, CHP officers said.
